A Transparency International report on Romania states that, in spite of increased judicial corruption fighting in almost all realms of political and economic life the institutional practice has been limited to sanctioning only the „small and medium corrupt”. This is the reason why the perception of the anticorruption measures has been generally negative.
The authors of the TI report underline the need for the authorities to focus their attention on „the great corruption”, stressing the importance of strengthening the institutional capacity to prevent the phenomenon, the more so as such measures are a precondition to Romania’s EU admission.
