Romania is far from fulfilling the EU economic and social performance criteria known as the Lisbon Agenda. According to a report worked out by the Group for Applied Economy of the Romanian Economics Society, the government allocates only 0,38% of BIP to the development of research as compared to the recommended 3%. Speaking at the report launching, British Ambassador Quinton Quayle declared that the Romanian executive should improve its image with regard to its credibility especially within the European Union where one cannot help noticing a cetain skepticism towards Romania.
