OSCE ambassador William Hill's assessment of the present stage of the Transnistrian conflict

Chisinau: OSCE mission chief William Hill thinks that present difficulties in the negociating process are a consequence of the Kosak memorandum, the Russian set of proposals that Chisinau eventually refused to sign. In an interview with RFE, ambassador Hill said that the main shortage of the memorandum was the attempt to unilaterally solve basic problems of international military security.

As a result, William Hill added, Chisinau is no longer willing to discuss with Tiraspol, insisting to negociate with the "puppeteers", those who stand behind the secessionists. On the other hand the Transnistrian authorities promise to solve serious problems like that of the Romanian schools, but keep breaking their word.
