In a speech held on 21 June at the OSCE Annual Security Review Conference in Vienna Moldovan Foreign Minister Andrei Stratan said that the Russian troops in Transdniester must be replaced with a multinational stabilization mission under an OSCE mandate as a sine qua non for settling the Transdniester conflict.
