An opinion poll commissioned by the Council of Europe has found that 40 percent of Moldovans would take bribes if they were low-paid civil servants. However, the poll found a decline in tolerance of corruption. Fewer Moldovans would now be willing to offer a bribe, down from 34 percent in 2005 to 23 percent, and the percentage of Moldovans who believe it is not corrupt to offer bribes for health care has fallen from 57 percent to 45 percent over the past two years.
